ROLE OVERVIEW
Our client, a leading organisation in the local government sector, is seeking a Provincial Director of Operations. Reporting to the Chief Executive Officer, the successful candidate will drive provincial excellence through long-term municipal effectiveness and efficiency, ultimately improving quality of life for citizens and communities. This will involve identifying the province’s unique needs and crafting strategies while aligning with the organisation’s national vision and goals.

The ideal candidate will have a deep understanding of relevant policy, legislative, and regulatory frameworks, as well as developments affecting the local government sector.

QUALIFICATIONS & EXPERIENCE

  • Master’s Degree (NQF 9) in Public Administration, Local Government, Economic Development, or related field (MBA advantageous)
  • Valid driver’s licence and own vehicle
  • Minimum 10 years’ senior management experience in a medium to large organisation, including previous local government sector exposure
  • Proven leadership of multidisciplinary teams for at least 10 years
  • Strong stakeholder relationship management, lobbying, and advocacy skills
  • Experience in strategy development and implementation

KEY RESPONSIBILITIES

  • Business Integration: Lead multi-disciplinary teams to address provincial challenges and priorities, ensuring effective knowledge transfer and implementation of organisational decisions.
  • Strategic & Business Planning: Develop and execute a 5-year provincial plan aligned to the national strategy and annual performance plan.
  • Financial Management: Manage provincial budgets, ensure revenue generation, and develop alternative revenue streams.
  • People Management: Promote a high-performance culture, implement performance management systems, and develop staff capabilities.
  • Governance & Risk: Ensure compliance with legislative frameworks and mitigate operational risks.
  • Stakeholder Engagement: Build strong relationships with provincial stakeholders, government bodies, municipalities, and other partners.
  • Monitoring & Evaluation: Track performance, produce timely reports, and ensure achievement of provincial goals.
  • Operational Efficiency: Roll out sustainable excellence enhancement programmes across municipalities.
