Job Purpose

To design, lead and manage the organisation’s Contract Management, Compliance and Monitoring functions with a specific focus on ensuring effective implementation of Economic Development (ED), Socio-Economic Development (SED) and Enterprise Development (EnD) strategies within the organisation’s Procurement Programmes. The role ensures that project commitments are contractually sound, properly monitored, reported on, and enforced, thereby enabling the organisation to achieve its mandate of driving sustainable energy procurement, inclusive economic participation, and socio-economic transformation in South Africa.

Job Requirements

Minimum Qualification and Experience:

  • Post Graduate Qualification in Law, Commerce, Development Studies, Economics or related field.
  • Minimum 12–15 years’ experience in contract management, compliance and/or economic development monitoring, of which at least 7 years must be at senior management/executive level
  • Experience in energy, infrastructure procurement or public-private partnerships is advantageous.

Knowledge:

  • Advanced knowledge and understanding of Legislation, Regulations and Practices related to Public Sector procurement, such as PFMA, PPPFA, B-BBEE and Code of Good Practice
  • Advanced knowledge of Administrative law
  •  In-depth understanding of the operating rules and regulatory requirements of South African energy markets
  • Knowledge and understanding of Monitoring and Compliance disciplines and methodologies
  • Knowledge and understanding of Energy-related Public Sector entities and associated standardisation bodies
  • Knowledge and understanding of general business management principles
  • Knowledge of government policy on transformation, skills development, localisation and job creation.
